  AED Defibrillator Fund
The AED Defibrillator Fund is a special projects fund with the purpose of raising $100,000 to equip Oshkosh with public access automatic external defibrillators, or AEDs.

AEDs are lightweight, portable devices that provide an electrical shock capable of restoring the normal heart rhythm of cardiac arrest victims. Sudden cardiac arrest is one of the leading causes of death in the United States, striking more than 340,000 victims each year. The likelihood of successful resuscitation decreases by 10% with every minute that passes. Defibrillators are proven to increase a person's chance of survival when used immediately.

The project seeks to:
  • Purchase at least 50 AEDs and storage cabinets to be installed throughout Oshkosh in high traffic areas and where people congregate.

  • Ensure that each Oshkosh Police vehicle is equipped with an AED.

  • Gain 100% compliance from Oshkosh businesses to purchase an AED (at cost of the business owner).


  • Funds also will be raised to maintain the devices over time. Each AED and storage cabinet costs about $2,000. Pads cost $200 and must be replaced every two years. Batteries cost $300 and must be replaced every four years.

    Helen A. Beach was the wife of Orville Beach, a late 19th century industrialist. The couple made Oshkosh their home for 25 years. When Mrs. Beach passed away in 1907, she left the couple's estate to the city for the purpose of building the Orville Beach Memorial Manual Training School in Oshkosh (on Algoma Boulevard) and supporting vocation education programs.

    To be eligible, students also should:
  • pursue a career in nursing,

  • have a grade point average of 3.25 or higher,

  • and provide a teacher recommendation.

  • Preference may be given to students who participated in softball or tennis.

    Eligible recipients will:
  • have a GPA of at least 3.0 on a 4.0 scale;

  • Mr. Dohr was involved with athletics at Neenah High School. He was a Neenah Football Booster, the announcer at Neenah baseball games, and also involved with the wrestling and basketball programs.

    He passed away at the age of 60 on Oct. 3, 2012. A native of Menominee, MI, Mr. Dohr graduated from Marquette University in Milwaukee, WI, and lived for 20 years in Portland, OR, before moving to Wisconsin, where many members of his family still reside.

    The Jones Park 2016 Fund will support the creation of a paved trail, playground, basketball and volleyball courts, fitness/sledding hill and other amenities that will be part of Jones Park in the Town of Algoma.

    All contributions and pledges of $25 or more will be recognized by the Town of Algoma upon project completion. Charitable support of $1,000 or more will be recognized on the central donor recognition sign at the entrance to the park. Special “named” recognition for specific areas is available for all gifts and pledges of $5,000 or more.

    The Neenah Joint School District Board of Education Scholarship Fund aims to encourage students to pursue higher education or become involved with community service organizations. This fund was created through the generous donations of the members of the Board of Education.
    The scholarship supports graduating Neenah High School students who have demonstrated academic excellence, integrity, community involvement, personal responsibility, a respect for their peers and a passion for learning and the Neenah Joint School District.
    Additionally, eligible students should have a minimum grade point average of 2.75, demonstrate financial need and have a recommendation from a member of the Neenah faculty, staff or an administrator.

    The Neenah Joint School District Transitional Education Center (TEC) Program Fund is a designated fund with the purpose of supporting and promoting the TEC.

    The TEC is for students in transition from high school to the workplace to receive additional guidance and assistance.
      Neenah Tomorrow Fund
    The Neenah Tomorrow Fund's mission is to provide funding and support for the Neenah Joint School District. Donors can direct their gift to:

    Maggie Radford graduated from Oshkosh High School in 1964. During high school, she formed the Pom-Pom Squad and was a member of the A Cappella Choir. She married Curtis W. Nordquist (OHS Class of 1962) and the couple had three children. Mrs. Nordquist continued her vocal studies and tutored numerous voice students at Oshkosh West and Oshkosh North high schools. After her untimely death in 1976, Mr. Nordquist created this fund as a memorial to her and the vocation she so dearly loved.

      Oshkosh Public Library Facility Improvement Fund
    The Oshkosh Public Library Facility Improvement Fund supports the maintenance or improvement of visitor experiences through improvements to the building and grounds and through the acquisition of new furniture or equipment that is beyond the capability of the library's operating budget.

    This fund also supports the purchase of library materials consistent with the expressed intent of a donor, gift, bequest or endowment.
      Oshkosh Public Library Programming Support Fund
    The Oshkosh Public Library Programming Support Fund supports a variety of educational and cultural programming offered to Oshkosh area residents which are beyond the capacity of the library's operating budget.

    This fund also supports the purchase of library materials consistent with the expressed intent of a donor, gift, bequest or endowment.
      Oshkosh Public Library Technology Fund
    The Oshkosh Public Library Technology Fund supports the acquisition and implementation of technologies that support the library's mission, but that are beyond the capacity of the library's operating budget.

  •   OPD Mobile Command Unit Fund
    The Oshkosh Police Department is seeking funding support for a mobile command unit that will promote public safety and enhance the quality of life in Oshkosh, while supporting innovative strategies to support neighborhood relationships.

    The vehicle will be a multipurpose policing tool by:
  • Serving as an Incident Command Post in critical incidents and natural disasters

  • Providing a Hub of Operations at the more than 200 community events the OPD is involved with annually

  • Enabling visible, proactive neighborhood outreach

  • Fostering interaction and building public confidence


  • The 36-foot vehicle would be equipped with state-of-the-art technology and is expected to cost $300,000.

    OPD is hoping to raise the money in spring 2014 so that the mobile command unit will be available for use during some of the city's summertime events.

  • Jack V. Perry passed away Oct. 7, 2012, at the age of 91. He served with the Army in Alaska and the Aleutian Islands during World War II. Mr. Perry taught Sociology, American Government, World Geography, Economics and Political Science in the Winneconne school system for 35 years. He was band director for five years. Of particular pride was the fact that his band continually received first place in their division at music events each year.

    About Mr. Shepeck
    Thomas J. Shepeck was born Feb. 14, 1945, in Green Bay. A U.S. Marine Corps Veteran and Purple Heart recipient, he was exposed to Agent Orange while serving in Vietnam which created life-long coronary disease culminating in his final four months' fight to recover from L-Vad surgery while hoping for a heart transplant. Mr. Shepeck passed away on July 14, 2013.

    He was a graduate of St. Phillips Grade School, Premontre (1963) and the University of Wisconsin Oshkosh. He had a career in real estate and formed Centrum Development and Carousel Investments.

    Mr. Shepeck had a love for aviation and was an active EAA member and volunteer. He received the Henry Kimberly Spririt of Leadership Award during the EAA Hall of Fame dinner in 2012.

    He was a strong supporter of Rotary International and was a recipient of its Fletcher Award, and also participated in Big Brothers/Big Sisters, Jaycees and the Oshkosh Chamber of Commerce.

    Florence Spanbauer was a teacher at three Clayton, Taft and Lakeview schools in Neenah. She retired in 1979. Florence raised her children on her own after her husband, Joe, died of a brain tumor when the children were very young.

Mary died in Oshkosh on November 7, 1921, and George died on July 31, 1931.

      Taking Root Fund
    The Taking Root Fund supports beautification efforts within the City of Oshkosh. The project began in 2010 in response to a communitywide visioning survey that identified a need for more trees after the community suffered losses from storms and street widening projects.

    Residents helped raise more than $500,000 to support the project, and funds continue to be donated for future beautification projects.

    The public-private partnership that developed with the Community Foundation and the City of Oshkosh resulted in the planting of nearly 3,000 trees in public spaces throughout the city, in addition to landscaping and trees in city parks and other properties, including the Oshkosh Public Library. It also included the installation of four welcome signs at the city's main highway entry points. A fifth welcome sign is planned.

    The Sheriff's K-9 Unit is a full time unit assigned to the Uniform Services Division. They are also used in search warrants for narcotics, school searches, and demonstrations for the public in all areas of their job duties. They will respond to any areas of the county as well as bordering counties if requested by an agency.

    The Robert H. and Randall K. Zentner Music Scholarship Fund supports the future education of graduating high school seniors from Oshkosh North High School and students currently enrolled at the University of Wisconsin Oshkosh. Eligible recipients should meet the following criteria:
  • Participate in their school music course offerings and concert organizations
  • Have performance/teaching experience outside of their school coursework
  • Have a commitment to excellence and improvement in their major and minor areas of emphasis (voice, piano, other instruments)
  • Can demonstrate financial need
  • Have a desire to share their talents with others
